Starfleet is the diplomatic and military force of the United Federation of Planets, which spans more than 1000 light-years. Made up of all species that are a part of the Federation, Starfleet commands thousands of ships in thousands of sectors across the Alpha and parts of the Beta Quadrant.

Starfleet Command

Starfleet Command is the operating authority over Starfleet. It is responsible for the day-to-day operations of the growing Starfleet and interacts with the Federation council and all Starfleet officers at all levels. It is comprised of the various Admirals and their deputies.

Not surprisingly Starfleet Command is run from Earth, but also has facilities on numerous star bases. It is based in the city of San Francisco, within transporter range of Paris, Starfleet Academy, and Starbase 1. It directs Starfleet policy, but gives commanding officers far away from Command outposts broad powers in interpreting and implementing this policy.

Starfleet Command creates and approves missions, special projects, and oversees all new projects, ship classes, and personnel functions to name just a few of its tasks. Starfleet Command coordinates the requests and efforts of all other commands. This includes deciding which ships to build, which sectors to explore, and who is given command of vessels and bases.

The Prime Directive

The Prime Directive is Starfleet General Order #1, and is paraphrased below:

"No Federation organization may interfere with or influence in some manner the normal pace of scientific development or biological / social evolution of a species or civilization. Donating or abandoning superior technology or information can be viewed as a violation of the 'Prime Directive.' If members of a Federation organization encounter a 'primitive' civilization, then contact should be avoided at all costs. Each Federation organization is charged with maintaining the 'Prime Directive' above all other General Orders, even at the cost of sacrificing their own lives."

The Antares Fleet

Based in the Antares Sector and calling Antares Station its home port, the Antares Fleet was the chief diplomatic and military force in neighbouring sectors. The fleet was formed before the Dominion War, when Antares Station was constructed to defend the Antares Fleet Yards. This fleet was later disbanded when the Da'tsu invaded the Alpha Quadrant and destroyed Antares Station. On the run, the Antares Fleet regrouped at the Independent Systems of Galen and began their resistance at Galen Station.

The Phoenix Task Force

With the construction of the Alpha Quadrant's first Subspace Catapult, the Federation suddenly had the means to reach space that had previously been beyond their reach. Starfleet formed the Phoenix Task Force as an able-bodied, flexible unit that could be quickly deployed in the Shybal Expanse. Their mission is to secure the expanse (if needed), conduct scientific surveys of neighbouring regions, and allow the colonization of planets in the area.
