Ascension: The Phoenix Project
From the Shybal Expanse Starfleet Database
Ascension: The Phoenix Project (A:PP) is a Star Trek Play By Email (PBeM) Role-playing Group open to anyone with access to the internet. Obviously, an interest in Sci-Fi and Sci-Fi writing is a plus, but it is not required. Even if you are new to the Star Trek Universe, our training manual should provide you with all the information you need to get started, and your training officer and fellow members will be happy to answer any questions you may have. Our training program is a comprehensive course in simming, so no prior role-playing experience is necessary. A:PP also maintains an extensive Star Trek Database, to help our members with all of their simming research needs.
Since its founding, A:PP has been strongly committed to several key ideas. First and foremost among these is providing a fun and open simming environment to all of its members regardless of race, ethnicity, religion, gender or sexual orientation. Members are expected to keep their sims consistent with a PG-13 rating (about what you would see in a Star Trek television series), and no discrimination of any kind is tolerated. A:PP is governed democratically, and though all members of a starship's crew are answerable to their commanding officer first, all members of the project have the right to speak to the group’s government if they feel it necessary.

Command Structure
The running of Ascension: The Phoenix Project is a collective effort, designed to ensure that all members of the fleet have a voice in group affairs. No one person is ever to have undue influence on the welfare of the group. To this end, A:PP’s government is structured to have three branches, each with different responsibilities, and each with some authority over each of the other branches. These three branches, and their respective powers and responsibilities were all established by the Phoenix Project Constitution.
The Fleet Council is a democratic forum where all group issues and policies are discussed and voted upon. The Fleet Council is chaired by the Chief Executive Officer who heads up the Executive Department. The CEO leads the council in discussions and sets its agenda. Several other sub-departments with varying responsibilities are also considered part of the Executive Department. The final branch is the Office of the Judge Advocate General, which serves as the group’s judicial body, settling disputes between members.
The Executive Department consists of the Chief Executive Officer, the Vice Chief Executive Officer, and his/her cabinet of advisers who advise them in their day to day role and how to deal with members, the council, and outside influences. He/she is the head of the Project and speaks for all the members within it. He/she is the authority figure within the council and leads it in its daily routine and sets the agenda. The CEO does not have a vote in the council but does possess veto power. A veto may be overturned by a ¾ majority vote of the council. The Vice-CEO assists the CEO with administrative work and is responsible for taking over as CEO if the current CEO is unable to fulfill his duties. Every six months, a new CEO and Vice-CEO are elected from among the council members. For additional information on the powers and responsibilities of the Executive Department, see the Phoenix Project Constitution.

Administrative Departments
The four departments are essential to keeping the group running smoothly. The heads of these departments are elected by the Fleet Council every six months at the same time as the CEO. The elected department heads are then considered to be members of the fleet council with full voting privileges. Department heads are free to appoint their own staff from the members of the Phoenix Project Fleet.
- Intelligence Department
- The Intelligence Department is responsible for the A: PP News Desk, their staff provides the group website with constant updates on major events within the group. From time to time the staff may also write articles on various subjects relevant to Simming or Star Trek in general. The Intelligence Department Director also asks one crewmember from each active ship and station to submit regular reports on the ship’s mission and general status. Through the group website, group members can know what players on other ships are doing.
- Starfleet Database Department
- The Starfleet Database Department maintains the group’s database (PhoenixWiki), which contains articles on many important people, places, things, and concepts in the Star Trek universe. Through the database, members and non-members alike can find information on subjects such as warp drive and phasers which were established in the various Trek series and movies. The A:PP database also contains articles on subjects unique to the group, such as alien races created by the group members themselves. The ultimate goal of the Shybal Expanse Starfleet Database is the creation of one-stop location for all of a member’s simming research needs.
- Public Relations Department
- The PR Department is responsible for making sure that the group is well advertised. Without the influx of new members that advertising creates, the group cannot thrive and grow. The staff of the PR Department is generally smaller than that of the other departments, but their job is no less important.
- Web Design Department
- The Web Design Department is responsible for building and maintaining the websites for the various ships and the group itself. The staff makes sure the sites are updated regularly to reflect the current state of the group. When a new ship is to be launched, the Web Design team has the special responsibility of designing the ship’s website and may play a role in helping the new commanding officer decide on the name, class, and other information concerning the new vessel.
